External Relationships: Catering Service Providers, Sub-contractors, Material Suppliers, Labour brokers, Custom Brokers, local government authorities, FIFA, Q22, Supreme Committee for Delivery & Legacy
Internal Relationships: Senior Management, Procurement Management team, Finance, Legal, Inventory & Fulfilment team, Guest Services team, Sales/Revenue team, Customer Services team IT team, Technical & Operations team, Affiliates Programme team, Human Resource Management, Marketing. VIP Programme team (if applicable)

 

Job Summary:

The Senior Catering Contract Manager will be part of the MATCH Hospitality Catering Department. The candidate will be responsible for the procurement, contract management and reconciliation of all Catering services and material supply services for the Official Hospitality Programmes (Commercial/Affiliates) at all stadiums and villages for the FIFA World Cup 2022 Qatar™.

During the planning phase, the candidate will be responsible for ensuring that the procurement of Catering Service Providers, materials and central beverage suppliers is completed within the agreed timelines whilst creating a consistent process for managing the multiple contracts across different venues. He will also assist with implementing the catering strategy and supporting the operation across all venues.

During the operational phase, the Senior Catering Contract Manager will be responsible for the communications of all contractual information to Catering Service Providers and suppliers as well as the commercial reconciliation of contracts, whilst ensuring all necessary internal and external reporting and ordering processes and procedures are being conformed to.

 

Key Accountabilities – Planning Phase
Strategy:
• Assist the Catering General Manager in the development and implementation of the catering strategy and concept of operations for the FIFA World Cup 2022™ and any preceding test events in Qatar for the following programmes:
  o Commercial Hospitality Programme
  o FIFA Affiliates Hospitality Programme
  o VIP Hospitality Programme (if applicable)
• Assist with the development of catering service levels and specifications for each of the hospitality products in line with the concept of operations
• Assist with the research and analysis of the local and international market to assess potential suppliers and partners and develop the procurement strategy
• Assist in the profiling of stadia ownership and legacy plans and potential catering service providers future business plans to identify project synergies
HR:
• Lead the hiring process and selecting of candidates for direct reports in line with the personnel structure and recruitment plan
• Monitor, review and manage your direct reports to ensure that they complete their allocated tasks as part of the overall achievement of the project plan.
• Maintain a positive team culture where all members work in collaboration and support each other as required
Procurement, Legal & Contract Management:
• In partnership with the Catering General Manager and Procurement team, define the procurement strategy along with necessary timelines and milestones
• Execute the procurement, tender, appointment and contracting processes for both service and material supply along-side key departments within MATCH Hospitality
• Assist with the finalization of product specifications, food and beverage menu concepts and all related scope of works
• Establish and lead a working group of key internal departments such as Procurement and Legal to work in collaboration of reaching the goal of appointing catering service providers within the timeframe set out in the MH Project Plan
• Work alongside the Legal department in the drafting and review of all key legal documentation at all stages of the procurement process including but not limited to EOIs, RFPs as well as contract schedules and legal agreements of all shapes and sizes
• Evaluate proposals from catering service providers and key suppliers and work in partnership with other members of the Catering Department to present objective and quantifiable analysis and recommendations for the Procurement Committee prior to appointment
• Manage all contractual and commercial timelines and responsibilities in the relationship between MATCH Hospitality and the contracted service providers from award to completion of the contract.
• Monitor, coordinate and manage catering service providers’ project planning deliverables and other pre-event obligations in line with the master project plan and department risk register.
• Work alongside Senior Catering Technical Manager and Procurement team to manage the domestic and international procurement of materials, to include heavy equipment and light equipment and ensure a streamlined approach to procurement
Finance:
• Work with the Finance, Budget monitoring and Procurement departments to define the process for payment and reconciliation of all Catering Department contracts
• Design and develop all Catering Department contract payment schedules, sliding scales of attrition numbers and reconciliation documents
• Monitor and manage designated set catering budgets to ensure Catering Service Providers and suppliers deliver scope within the pre-agreed budget.
• Evaluate catering service providers’ commercial proposals and cost breakdowns and schedules, and negotiate where necessary to reach best market price and value
• Evaluate and provide commercial modelling for the use of centralised suppliers as a method to find overall savings to the catering budget or to streamline operations and reduce risk. These to include but not limited to centralised supply of beverage, temporary labour workforce and logistics transport
• In conjunction with the Catering General Manager ensure the cost centre is managed appropriately, commitment registers kept up to date, purchase orders raised and authorised appropriately, and business is traded in the correct period
Project Management:
• Understand the key timelines, milestones and deliverables of the hospitality project programme and support the Catering General Manager in ensuring that progress is tracked, and deadlines are met
• Lead meetings representing MATCH Hospitality Catering Department's interests with catering service providers, FIFA World Cup™ Stakeholders and or other clients/ partners
• Ensure compliance to all national and local laws and international legislation relating to Health Safety, Food Safety and Hygiene standards and regulations within the catering industry
• Develop and facilitate catering service provider workshops/educational sessions as a streamlined method to share information and promote inter-stakeholder collaboration
• Provide on-going reports to the Catering General Manager regarding the monthly progress and activities on the various projects in hand
• In conjunction with Catering Department central management team, develop and implement department risk registers, issues trackers as well as other central management documents
Stakeholder Management:
• Develop and maintain sound professional relationships with the Supreme Committee, Q22, FIFA, Host City municipalities and other officials and stakeholders relating to all Official Hospitality Programme’s catering planning, production and operations
Match Day Information:
• Act as a central conduit between the various MATCH Hospitality Departments that provide match day information such as guest numbers, match day reports, special requests and information as well as late sales
• Develop a complete understanding of how the internal sales administration system works in relation to the post sale, guest allocation information that is processed to generate the match day guest list and allocation reports prior to match day
• Develop processes and systems to ensure that all client requests are monitored, communicated, actioned and followed up
• Understand the guest number estimation and ordering process in relation to catering service providers’ attrition and the permutations that can potentially fluctuate guest numbers involved in the specific ‘series’ products that are sold
• Assist with the development of the table plan and allocation procedure with Guest Services department and act as a conduit between MATCH Hospitality venue teams, catering service providers and other relevant departments
Key Accountabilities – Operational Phase
Management of Catering Service Providers:
• Build relationships and provide support and communication to Catering Service Providers at a project level
• Ensure compliance with MATCH Hospitality contract terms, policies and procedures as well as local regulations and laws
• Receive, approve and collate all match day information and share with Catering Service Providers in a timely, consistent and concise manner respecting pre-agreed contractual deadlines, in close consultation with the Catering General Manager
• Ensure any change control orders follow the agreed authorisation and reconciliation procedures and are correctly tracked and signed off by all parties
• Receive, track and consolidate the Catering Service Providers’ Match Day Reports and Reconciliation Reports
Issue Resolution & Crisis Management:
• Lead on issues and failures that need to be resolved at a contractual level
• Receive, track and consolidate Catering Service Providers’ KPIs and take action where necessary
Key Accountabilities - Post Event Phase
• Complete the reconciliation of all Catering contracts including all change requests and KPI deductions
• Hold post event debrief meetings with all Catering Department partners and suppliers
• Ensure all contracts and official documentation are finalized and concluded
• Assist with the dissolution strategy of Catering Department assets.
• Assist with the Procurement of catering service providers for the FWWC 2023

 

General
• The candidate will act in compliance with MATCH Hospitality contract terms, policies and procedures
• Due to the nature of the business you will be required to work long hours and at weekends as required
• This is an evolving position that will develop over time. The nature of these events is such that it may be
necessary to amend or add to your responsibilities as we get closer to the event and you may be required to perform any task that is allocated to you, specific to the projects at hand.

 

Knowledge, Skills and Experience
Essential Experience:
• Minimum 10 years of experience in large scale international sport events preferably in the field of Hospitality Catering Operations
• An in-depth experience of international event services procurement including tender design, drafting legal schedules, evaluating proposals, negotiating cost schedules leading to appointment
• Strong contract management experience from deliverables administration to resolving contractual disputes
• Good knowledge of international and localised food and beverage cultures relating to Hospitality services at major sporting events
• Ability to deliver a Hospitality Programme to the highest of standards within fixed budgets and timelines
• Ability to coordinate operational teams composed of direct reports, multiple contractors and services suppliers in delivering high level hospitality programmes
• Experience interacting with exacting, high profile clients, VIP/VVIP guests and protocols for IPPs and Heads of State
• Experience in working in a multi-cultural organisation and with international stakeholders such as Government Organisations, Sporting Federations and Local Organising Committees
Essential Skills:
• Comfortable in presenting at Senior Management level if required.
• Ability to work calmly under pressure and meet multiple deadlines
• Meticulous attention to detail
• Flexible in a constantly evolving environment with good proactive problem-solving skills

Desirable:
• Relevant University/ College Degree strongly desired
• Fluent in both written and spoken Arabic and English
• Experience of working in Qatar or GCC region
• Qualifications in Food Safety (CIEH), Culinary and or Food Technology
• Qualification in IOSH Managing Safety
